Note that NYC can opt to use developers’ money to actually replace stumps or put trees in existing empty pits. In the UK the allocation of Section 106 agreement cash (a contribution of money to the community as part of a planning agreement) is not hypothecated in such a way.
Maybe it could be one way for Bristol City Council to get our street trees replaced.
